The Army Legal Administrator

CW5 (Ret.) Tammy E. Richmond

12th CWOC · 2022–2026

Continuity in the Modern Era

CW5 Tammy E. Richmond became Chief Warrant Officer of the Corps (12th CWOC) on August 22, 2022, moving directly from her position as Command Chief Warrant Officer of The Judge Advocate General’s Legal Center and School (TJAGLCS) to OTJAG at the Pentagon. Her 2022–2026 tenure addressed the pandemic’s administrative aftermath, senior-grade imbalances, Total Force integration and the Regiment’s historical legacy.

Background: The Power of Mentorship

Early in her career, as a junior soldier, she was identified, mentored and encouraged to seek a warrant officer appointment by CW5 Sharon T. Swartworth, the 6th CWOC. That experience became the foundation of her leadership philosophy, and she dedicated her career to scouting and mentoring young paralegals and court reporters. Before arriving at the Pentagon, she applied this approach at the schoolhouse in Charlottesville as a demanding and supportive developer of future leaders.

In November 2023, at a ceremony in the Army Aviation Museum at Fort Novosel (formerly Fort Rucker), Alabama, she joined senior Army aviation and legal leaders in honoring CW5 Swartworth’s sacrifice.

Key Contributions

  • Mentorship and talent scouting. She made active scouting a deliberate practice, empowering senior warrant officers to identify and mentor top paralegal NCOs and court reporters early in their careers.
  • Addressing grade gaps. With the CW3 grade heavily populated and the CW4 and CW5 grades thinned by retirements, she briefed senior human resources managers through forums such as the Law Office Managers Course and advocated for expanded technical tracking, retention incentives and executive coaching to move mid-career warrant officers into senior positions.
  • Total Force synchronization. She embedded active-duty training frameworks within the U.S. Army Reserve Legal Command (USARLC) and National Guard units and led professional development forums for reserve and Guard legal administrators.
  • Global placement. She worked with human resources leaders to match warrant officers’ logistical, technical and fiscal backgrounds to the needs of each command.

Legacy

CW5 Richmond honored the leaders who came before her while making the adaptations needed to sustain the cohort as a responsive and vital asset to the Army.
